About Todd

Has been an upstanding member of the Conifer community for over 30 years. After moving here in 1992 he and his wife raised their three children and started a successful electrical contracting company in the area.


Todd was a volunteer member of the Elk Creek Fire Department for nine years, bringing his passion for helping others and forging genuine connections during his time. In his years of service, he rose from a new rookie to Lieutenant and eventually Captain and proudly represented the very best of what the department has to offer.


Now that his children are grown, he is returning to contribute his business savvy, safety knowledge, and diverse experience in the role of a board member to best serve his community.

The Issues

The ECFPD, like any organization, faces complex challenges that require careful consideration and decision-making. Drawing on my expertise in fire safety and business management, my top priority is to ensure that our firefighters have the necessary resources to maintain their high level of service to the community. At the same time, I am mindful of the needs of our taxpayers and strive to balance both objectives if I am elected to the ECFPD board.


The issues I plan to address if elected include:

In-person voting will take place at Elk Creek FPD Station 1, 11993 Blackfoot Road, Conifer CO 80433 from 7am to 7pm on Tuesday, May 2nd, 2023

You can vote by Absentee Ballot using the following process;



  • Fill out the Application for Absentee Ballot form, scan or take a photo of the completed form, then email the form to Sarah Shepard, Designated Election Official (DEO) at info@ccrider.us with Cc to Barbara Stockton, Deputy DEO, and Elk Creek FPD Administrator at: info@elkcreekfire.org.


  • Absentee Ballots will be available on Monday, April 3rd: After that time Sarah Shepard, DEO will send you – via U.S. Mail – your Absentee Ballot.


  • After marking your Absentee Ballot, you – or anyone you choose – may return your voted ballot by placing it in the outside 24/7 drop box located at Elk Creek FPD Station 1, 11993 Blackfoot Road, Conifer CO 80433, please see map below
